Prior consultation as “nemawashi” is one of traditional customs in the Japanese society.
It is diaphanously true that this is not only custom we have in this current society but also a traditional custom in the long time history. Japanese people have been using a technique to get a consent as for various groups and some organizations from time immemorial.
Japan traditionally possesses a hierarchy in the society for a long time and the nature of it is not so democratic.
As to the Japanese individuals, there is a tendency that young people cannot clearly tell their opinions in front of elder people in the vertical mood of the individuals gathering in the same place.
Hence, to get a consent in terms of conducting prior consultation is occasionally effective in some actual cases in the Japanese society.
